Bad Google Ads leads are not always a keyword problem. The account may be matching poor-fit searches, targeting the wrong location intent or teaching bidding that every form and short call is equally valuable. The fix starts by tracing each enquiry from search term to real job outcome, then changing only the part that is leaking.

Google Ads can only optimise toward the conversion signals it receives. If the primary signal is simply “form submitted” or “call connected”, the account cannot infer which enquiry became the right kind of job unless later outcomes are measured and used. That is why cost per lead can look acceptable while the office keeps rejecting the enquiries.
Observed in the platform: Google supports distinct offline actions such as qualified leads and converted leads through enhanced conversions for leads. Google says the method can match hashed first-party details and Google click identifiers back to ad interactions.
Our diagnostic inference: if an account bids on raw enquiries but never records qualification or job outcomes, the bidding system has less useful information about lead quality. That does not prove every poor lead was caused by tracking, so we test the other four areas too.

A lead-quality feedback loop connects the permitted details captured on the website with the later outcome stored by the business. Google’s current guidance recommends enhanced conversions for leads and Google Ads Data Manager for new offline conversion uploads. Since 15 June 2026, affected legacy upload paths have been migrating to the Data Manager API.

Yes, when the account has reliable downstream data. Google documents enhanced conversions for leads as a way to send later customer outcomes back using first-party data such as hashed email or phone details, plus identifiers such as the GCLID where available. The right conversion actions and bidding setup still need to be chosen for the account.
Enhanced conversions for leads is Google's upgraded offline conversion import. A website captures permitted first-party lead data, the business records what happened later, and a matching outcome is uploaded so Google Ads can attribute a qualified lead or customer back to an ad interaction. It requires correct tagging, consent and data handling.
Sometimes, but a bigger negative list does not fix every lead-quality problem. It will not repair an incorrect primary conversion, a broad service area, a landing page that invites the wrong job or a missing lead-to-sale feedback loop. Search-term cleanup is one part of the audit, not the whole answer.
